BILL NUMBER:S6375
Title of bill
An act to amend the civil service law, in relation to granting a waiver of half of the civil service examination fee to veterans
Purpose
To provide the waiver of half of the fee for civil service tests for all veterans, combat and non-combat related. It would enable more veterans, including disabled veterans to take advantage of civil service exams at a reduced rate.
Summary of provisions
This bill would amend the civil service law by adding a new section 50-d to partially waive the fee for civil service exams. The veteran would have to provide proof of being a member of the armed forces by producing a DD form 214 or similar document as proof of such status.
Existing law
There is not a waiver of fees for civil service exams for veterans under current law.
Justification
Processing fees for civil service exams can be prohibitive, ranging from $15 to $35. According to the U.S. Department of Labor Bureau Statistics, the unemployment rate for veterans who recently came home from Iraq and Afghanistan has reached 14.6 percent. Unemployment among New York veterans tops 7 percent. In New York City, an estimated 17,300 veterans are unemployed. Unemployment among New York City veterans increased by an estimated 4,700 from last year. Veterans are our heroes who have sacrifice their lives to defend our freedom and our liberty. New York State has an obligation to provide employment opportunities for our veterans and reducing the fees for civil service tests is a concrete way to thank them for their service by alleviating the financial hardships for fees incurred in taking civil service tests.
