BILL NUMBER:S6579A

Title of bill

An act to amend the general municipal law, in relation to the validity of certificates attesting to the satisfactory completion of an approved municipal police basic training program

Purpose or general idea of bill

To allow individuals who were employed in a "police officer" status for at least ten years to return to that status after a period of time, not to exceed 3 years, without having to re-complete an approved police basic training program, providing that during the period of interruption in continuous service such person was employed in a "peace officer" status for state or local government.

Justification

Police officers who have served at least 10 years and leave and hold positions as peace officers, within a city municipality or state agency, still utilize the same skills they acquired through being police officers. When these officers wish to return to police officer positions they should not have to go through the same amount of training as if they were new officers. Although some training may be necessary, as can be determined by the hiring agency, state or local government should not have to pay to have these officers fully re-trained a second time in an extensive and costly basic police training program. The act will create an interruption period of up to 3 years, providing "that during the interruption period the said individual was employed in a "peace officer" status by a state or local government.
