BILL NUMBER:S6607
Title of bill
An act to amend the administrative code of the city of New York, in relation to permitting any remaining time available on a muni-meter receipt to be used at more than one parking location and providing for an affirmative defense
Purpose or general idea of bill
To clarify the transferable nature of a muni-meter receipt from one parking location to another.
Summary of specific provisions
Section 1 amends the administrative code of the city of New York by adding a new section 19-167.2.
Section 1(a)states that a person shall be allowed to leave a muni-metered parking field or block prior to the expiration time on the muni-meter receipt and park at another muni-metered parking field for the remaining time left on the receipt.
Section 1 (b) defines the term "muni-meter receipt" and describes its proper use.
Section 1(c) provides for an affirmative defense.
Justification
The recent installation of electronic parking meters or "muni-meters", has led to some confusion over the receipt's transferability between parking locations, While the NYC Department of Transportation maintains that the receipts are transferable from location to location, the NYC Department of Finance continues to allow parking tickets to be processed that were issued as a result of this condition.
This bill has been introduced to clarify the confusion and ensure and ensure that a parking summons is only issued when the receipt is expired, missing, or improperly displayed.
