BILL NUMBER:S6645
Title of bill
An act to amend chapter 899 of the laws of 1984, relating to creating a public benefit corporation to plan, develop, operate and maintain Roosevelt Island, in relation to imposing a residency requirement for members
Purpose or general idea of bill
To require that all seven public members of the Roosevelt Island Operating Corporation (RIOC) Board be residents of Roosevelt Island for at least one year.
Summary of specific provisions
Section 1: -Amends subdivision 2 of section 3 of chapter 899 of the laws of 1984, relating to creating a public benefit corporation to plan, develop, operate and maintain Roosevelt Island, as amended by chapter 766 of the laws of 2005 to require that all seven public members of the Roosevelt Island Operating Corporation (RIOC) Board be residents of Roosevelt Island for at least one year. 'Resident' is defined as a person of the age of eighteen residing on Roosevelt Island for a period of not less than one year.
Section 2: This act shall take effect immediately and shall apply to the appointment of public members to the board of directors of the Roosevelt Island operating Corporation on or after such date.
Justification
The Roosevelt Island Operating Corporation (RIOC) is responsible for decisions that have a huge impact on the lives of Roosevelt Island residents - from housing to transportation, parks, sanitation, and more. Islanders know that the Island only works when RIOC is accountable and responsive to the community. Unfortunately, the current make-up of the Board prevents RIOC from functioning as it should.
RIOC has nine members all of which are appointed by the Governor with the advice and consent of the Senate. Aside from the Commissioner and Budget Director, there are seven public members of the board, however only one of which is required to be a resident of Roosevelt Island. Without having a Board that is reflective of the community it governs, there is no way that RIOC can effectively deliver the assistance and services the Island needs.
By requiring that all seven of its public members be residents of the Island, this legislation makes RIOC more representative of the Island. This will ensure that elected officials are familiar with the Island and the unique and complex issues surrounding its governance.
