BILL NUMBER:S6894
Title of bill
An act to amend the environmental conservation law, in relation to the creation of a geographic information system-based display to provide high-volume hydraulic fracturing information
Purpose or general idea of bill
To create a geographic information system-based display to provide high-volume hydraulic fracturing information.
Summary of specific provisions
Section 1 provides that the department shall establish a geographic information system-based display, which shall indicate the locations of permitted wells for high-volume hydraulic fracturing (HVHF). the location of public water supply wells and intakes, and the stage of the HVHF operation for each permitted well; including, but not limited·to, the approximate percentage of the required water for HFHV fluid that has been accessed and stored on site, whether HVHF is in progress, and whether gas is being collected. Such information shall be updated weekly and shall be publicly accessible on the department's website,
Section 2 provides the effective date.
Justification
High-volume hydraulic fracturing (HVHF) operations in New York should be transparent and subject to public scrutiny. The most effective way to provide information to the public is through geographic information systems (GIS), which presents geographically reference data in a user-friendly format. The department already uses GIS to provide certain information regarding oil and gas operations in New York state. This bill would require the department to disclose additional information concerning HVHF activities including the location of drill sites and public water supply wells and intakes, as well as the stage of the drilling process.

Effective date
This act shall take effect on the one hundred twentieth day after it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or
regulation necessary for the implementation of this act on it effective date is authorized to be made on or before such date.
