BILL NUMBER:S7045B

Title of bill

An act to amend the alcoholic beverage control law, in relation to authorizing the retail sale of alcoholic beverages at certain stadiums, arenas or places of entertainment at eleven a.m. on Sunday

Purpose or general idea of bill

This legislation would allow certain stadiums, arenas, or places of entertainment starting at 11 A.M. on Sundays.

Summary of specific provisions

Section 1 would allow stadiums, arenas, or places of entertainment having a permanent seating capacity in excess of 5,000 who are licensed to sell for on premises consumption be able to sell for on-sale consumption starting at 11 A.M., as opposed to 12 A.M. as under current law.

Section 2 is the effective date.

Justification

Major sporting events often occur at 1 P.M. on Sundays in New York. The ability for ticket holders to enter into the arena usually is allowed to occur hours before game time. By allowing spectators to enter into the stadium and purchase alcohol directly from the stadium if they so choose you allow for greater-oversight. Inside these facilities employees are trained how to serve individuals responsibly and would be able to prevent underage drinking as well as limiting the amount of alcohol an individual could have.
