BILL NUMBER:S710
Title of bill
An act to amend the vehicle and traffic law, in relation to photo images used on driver's licenses
Purpose
Provides that no photo image used on a driver's license may be more than 8 years old.
Summary of provisions
Section 1 amends 502(6)(a) of the Vehicle and Traffic Law to provide that photo images used on driver's licenses are not more than eight years old. Section 2 amends section 504(1)(b) of the Vehicle and Traffic Law to require the Commissioner of Motor Vehicles (when issuing resolutions) to provide that photo images used on driver's licenses are not more than eight years old. Section 3 is the effective date.
Justification
Driver's licenses are now the nation's primary form of accepted identification, yet many of the photo images being used on licenses are out of date, and may only minimally resemble the holder. Requiring an up-to-date photo image on each NYS driver's license is one of the many simple measures that can be taken to tighten security and ensure driver's licenses remain an indisputable form of identification.
