BILL NUMBER:S7206
Title of bill
An act to amend the public health law, in relation to requiring hotels and motels to notify employees of the presence of bedbugs on the premises and requires the development and administration of training on methods and procedures for the eradication of bedbugs
Purpose or general idea of bill
The purpose of this legislation is to create a bulwark against the spread of bedbugs beyond the confines of hotels and motels, by their respective employees.
Summary of specific provisions
The bill will amend subdivision 1 of section 1347 of the public health law to authorize the commissioner of the department of health, along with departments and boards, to enforce this title. Section 1348 is amended to require hotels to notify employees of bedbug presence in a prompt manner. Section 1348 is also amended to require hotels to develop and administer bedbug trainings to employees. This section also requires the hotel to remove rooms from service if bedbugs are discovered until a pest control management company representative has inspected the area.
Section 4 establishes the effective date.
Justification
Bedbugs have quickly become a prevalent nuisance and an economic risk, the need to curb their spread is critically important. This bill seeks to do exactly that by mandating that employees who clean and/or otherwise service hotel and motel rooms be made aware of the presence of bedbugs so that they can take adequate precautions and so limit their spread beyond the confines of those affected buildings.
Prior legislative history
