BILL NUMBER:S901

Title of bill

An act to amend the environmental conservation law, in relation to providing biodegradable filters on cigarettes

Purpose

To require cigarette-filters be biodegradable in order to rid the environment of cigarette litter.

Summary of provisions

The environmental conservation law is amended by adding a new section to require filters on cigarettes to be biodegradable. The manufacturer must certify in writing to the department that the filter is biodegradable.

Violations of this section shall be punishable by a civil penalty not to exceed one hundred dollars for each violation.

Justification

The filters from cigarettes are tossed everywhere. Our sidewalks, streets and parks are all covered with this unsightly litter. Requiring the filters of cigarettes to be "biodegradable" is both a practical and economic solution to this problem. Not only are cigarette filters which are carelessly tossed onto the ground dirty but they pose a threat to any water system that they may be flushed into.

Fiscal implications

None.
