BILL NUMBER:S1102A
Title of bill
An act to amend the environmental conservation law, in relation to waiving certain fishing and hunting fees for members of the United States armed forces in active service
Purpose or general idea of bill
This act establishes that state residents who are age 70 or older; members of the US armed forces in active service; active members of the state militia; and members of certain tribes may receive certain licenses, such as fishing, trapping, small and big game free of charge. For residents 70 years of age or older, the turkey permits may be renewable for a five dollar fee. For residents who are blind, fishing licenses may be obtained free of charge.
Summary of specific provisions
Amends Section 1. Subdivision 2 of section 11-0715 of the Environmental Conservation Law, as amended by chapter 58 of 2013.
Justification
This act would enable certain state residents to waive paying certain license fees, based on their military service to the state, their age, and/or recognized tribal affiliation. Our Senior citizens have long since contributed to the welfare of our state over a lifetime of labor, dedication and sacrifice. They deserve the small assistance and opportunity for relaxation and pleasure that a free or reduced hunting or fishing license will provide. Similarly, our active armed forces personnel and members of the state militia deserve equal recognition for their dedication and service to our country and the freedom and personal liberties we enjoy because of their service and protection" Likewise, this benefit should be extended to indigenous Indian tribes whose forbearers populated our great state before the European settlers arrived.
