Justification
One election day it took some New Yorkers over two hours to cast their Ballots; this is unacceptable in a state as large as New York. At least 32 states already have some form of early voting in place, A bill such as this would not only make it easier for New Yorkers to participate in the Democratic process thereby increasing voter turnout The most effective way to keep turn out at historic highs is to make it easier for New Yorkers to vote.
