BILL NUMBER:S2647A

Title of bill

An act to amend the executive law, in relation to requiring the display of the prisoner of war/missing in action flag at every state public building at which the flag of the United States of America is displayed

Purpose

Requires the POW/MIA flag to be displayed at every state public building at which the flag of the United States of America is displayed.

Summary of provisions

Section 1. Section 403-a of the executive law (Display of prisoner of war and missing in action flag), as amended by chapter 411 of the laws of 2005, is amended to state that the prisoner of war and missing in action flag at every state building on all days shall be displayed at every public buildings facility at which the flag of the United States of America is displayed.

Justification

The POW/MIA is generally displayed beneath the United States Flag six times per year: Armed Forces Day (Third Saturday in May), Memorial Day (Last Monday in May), Flag Day (June 14), Independence Day (July 4) National POW/MIA Recognition Day (Third Friday in September) and Veterans Day (November 11).

By displaying the POW/MIA flag more than six times a year; it will continue to remind us, daily, of the hundreds of thousands of men and woman that have been listed as Prisoners of War or Missing in Action. It also enables us to pay homage for the service, sacrifice and dedication they gave to their community, state and beloved country.
