BILL NUMBER:S2681

Title of bill

An act to amend the parks, recreation and historic pres- ervation law and the state finance law, in relation to establishing a historic preservation revolving loan program

Purpose

To establish a revolving loan fund for the purposes of histor- ic preservation.

Summary of provisions

This bill amends the Parks, Recreation and Historic Preservation Law by adding a new section 14.11, which directs the Commissioner of the Office of Parks, Recreation and Historic Preser- vation to establish a historic preservation revolving loan fund. Section 2 amends the State Finance Law by adding a new section 91-e, placing jurisdiction of this fund under the State Comptroller and the Commis- sioner of Taxation and Finance.

Justification

Many communities do not have the resources available to engage in the preservation of local historic sites. These sites, which could improve the culture, economic, and historic value of a region, are often neglected. This fund will make it possible for many communities to actively improve their local landscape without undue expense to the taxpayer.
