BILL NUMBER:S3002
Title of bill
An act to amend the administrative code of the city of New York, in relation to the title and compensation of certain police lieutenants assigned to investigatory assignments
Purpose
To provide that Police Lieutenants assigned to the Detective or Organized Crime Control Bureau and while designated as Commanders of Detective Squad or Supervisor of Detective Squad, be granted the title of S.D.S./ C.D.S. after a certain period of time in that assignment.
Justification
A Police Lieutenant assigned to an investigatory position accepts the added responsibilities of giving direction to the highest level of cases in the most sensitive areas of law enforcement. These would include narcotics, organized crime, intelligence, undercover assignments and all detective investigations. The Lieutenant in this assignment is not only expected to act as a Commanding Officer of his/her unit but is expected to evaluate and respond appropriately to each individual case, to evaluate and respond appropriately to each subordinate conducting investigations within his/her jurisdiction and is to do all of this while both achieving results and remaining sensitive to the needs of the public. These added responsibilities are over and above the normal duties expected of a Police Lieutenant 2nd grade and Detective 1st grade. In the case of Detective 1st grade, the salary is equal to that of the Lieutenant. The Lieutenant working in this capacity is charged with the responsibility, accountability and decision making for their subordinates.
