BILL NUMBER:S3018

Title of bill

An act to amend the education law, in relation to supplemental educational improvement plan grants

Purpose

This bill captures regional cost indexes in calculating SEIP grants.

Summary of specific provisions

Section I of this bill amends Paragraph B of Subdivision 8 of Section 3641 of the Education Law, as amended by Section 29 of Part B of Chapter 57 of the laws of 2008 to read as follows: To the Yonkers City School District there shall be paid seventeen million five hundred thousand dollars multiplied by such District's regional cost index.

Justification

Regional cost indexes were recently adopted under the State's new Foundation Aid formula for public education. Certain school districts, however, may also receive SEIP grants, which are designed to provide additional State funds for the continuation of programs and services under a court ordered plan. These funds should also be subject to the regional cost differences accounted for in the new school aid formula.
