BILL NUMBER:S3030

Title of bill

An act to amend the parks, recreation and historic preservation law, in relation to campsite reservation preference for state residents

Purpose

To provide a reasonable period of time for New York residents to reserve a campsite in a state park before making such campsite available for reservation by non-New York residents.

Summary of provision

Section 1 of the bill amends the parks, recreation and historic preservation law to establish a system, or modify an existing system, which shall allow for a reasonable period of time for New York State residents to reserve a campsite before making such campsite available for reservation by non-New York residents.

Section 2 of the bill is the effective date.

Justification

State taxes paid by New York State residents help fund our state's infrastructure including the operation of our state parks. New Yorkers are also the primary visitors of these parks. Consequently, it only makes sense that state residents should be afforded the best opportunity to enjoy our state parks, which are among the most scenic and historic in the nation.

While reservations can be made several months in advance, the current system does not distinguish between New York State residents and non-residents. As a result, the current reservation system can complicate efforts of state residents to secure a campsite for themselves and/or their families. By providing a preferred reservation period for New York State residents, this legislation will enable state residents to reserve their preferred campsites more easily. Rather than impose an increased reservation fee for non-state residents, which some other states currently do, this measure will continue to encourage the use of New York State parks by all individuals while simultaneously providing state residents with the best possible opportunity to enjoy our state parks.
