BILL NUMBER:S3487
Title of bill
An act to amend the alcoholic beverage control law, in relation to reducing the amount of fees charged to a licensed premises for additional bars, counters or contrivances permitted to sell alcohol- ic beverages
Summary of provisions
Section 1 amends Section 4 of section 100 of the Alcoholic Beverage Control Law to reduce the application fee for each additional bar, coun- ter or contrivance after the first bar, to one half the annual cost of the amount of the annual license fee.
Section 2 provides that this act shall take effect on the ninetieth day after it shall have become law and shall apply to all license applica- tions, amendments or renewals submitted after such date
Purpose and justification
Currently, bars are allowed to apply, in addition to their first bar or counter, for up to two additional bars on their liquor license application. The fee for these additional bars is currently the same as for the initial application, even though there is virtually no additional research or review necessary for these addi- tional bars. This discourages bars and restaurants from expanding their businesses and serves to reduce economic activity. This bill reduces the application cost for the second and third bar or counter located on a licensed premises by one half. The bill should help to foster economic growth, raise sales tax revenue for the state and local governments, and add new employment opportunities.

Fiscal implications
This bill may result in a modest decrease in license application fees, but may also lead to an increase in fees as applications for second and third bars increase. It is predicted that the bill will lead to increased sales tax revenue for state and local governments.
Effective date
This act shall take effect on the ninetieth day after it shall have become law and shall apply to all license applications, amendments or renewals submitted after such date.
