BILL NUMBER:S3646B

Title of bill

An act to amend the arts and cultural affairs law, in relation to authorizing volunteer fire and ambulance companies to receive grants for local government records management improvement

Purpose

To allow local volunteer fire and ambulance companies to apply for records management grants from the local government records management improvement fund.

Summary of provisions

Section 1 is a statement of legislative intent.

Section 2 of the bill amends section 57.35 of the arts and cultural affairs law to authorize the commissioner of education to award grants for records management improvement to volunteer fire companies and ambulance companies.

Section 3 of the bill authorizes promulgation of rules and regulations by the commissioner of education.

Section 4 of the bill is the effective date.

Justification

Volunteer fire companies and volunteer ambulance companies provide vital services to their local communities. These not-for-profit volunteer emergency response organizations work closely with officials in their respective localities and help lessen the burdens of our local governments. However, these organizations are not considered local governments for purposes of the records management improvement grant program. As a result, under current law, volunteer fire companies and volunteer ambulance companies are not eligible for this beneficial grant program.

In volunteer emergency response organizations, best practices call for proper organization, retention and management of various records and documents. These records can include active member lists, documentation relating to length of service award programs, budgets, and mutual aid agreements - to name just a few. Adequate resources are required for proper administration of these documents. By making volunteer fire companies and volunteer ambulance companies eligible for the records management improvement grant program, this legislation can help these important not-for-profit organizations operate more effectively and efficiently in our local communities.
