BILL NUMBER:S3649A

Title of bill

An act to amend the public service law, in relation to a rate classification for volunteer emergency response organizations

Purpose

To require utility companies to establish a new classification of service for volunteer emergency response organizations with an appropriately reduced rate.

Summary of provisions

Section 1 of the bill is the legislative intent.

Sections 2 of the bill amends subdivision 14 of section 66 of the public service law to direct the public service commission to require utilities to establish a new classification of service for volunteer emergency response organizations with an appropriately reduced rate.

Section 3 of the bill amends subdivision 28 of section 66 of the public service law to provide consumer protections to customers of utility companies.

Section 4 of the bill is the effective date.

Justification

Volunteer emergency response organizations are not-for-profit entities that provide life saving services to the communities they serve on a daily basis. These valuable services include fighting fires, providing emergency medical care to accident victims, providing storm response, serving communities in natural disasters, and various other tasks. These services are a public benefit and reduce the burdens of our state and local governments.

This bill will assist volunteer emergency response organizations by requiring utility companies to establish a new rate classification with an appropriately reduced rate. Lower utility bills will help ensure the continued operation of these important organizations. It is also important to note that the state of New York recognized the value of similar organizations when it established a reduced utility rate for veterans' organizations many years ago. Much like our veterans, volunteer responders risk their lives to ensure the safety and welfare of our citizens which justifies a reduced utility rate.
