BILL NUMBER:S369A

Title of bill

An act to amend the energy law, in relation to the installation of smart or advanced meters

Purpose

The purpose of this legislation is to provide tenants in buildings that are undergoing metering conversions from master meters to submeters the option of having a smart meter installed.

Summary of provisions

This bill amends the energy law by adding a new article 23.

Justification

Smart or advanced meters are able to assess real time pricing data, record kilowatt hour usage in the tenant's apartment, and communicate with household appliances to reduce usage during peak hours. These meters enhance energy conservation and efficiency, reduce electrical consumption and save ratepayers money on their electric bills.

This legislation enables tenants in a residential building that is undergoing a meter conversion from a single master meter to a system of submeters to request that a smart or advanced meter be installed in their apartment. While this bill gives the tenant the right to put in the smart or advanced meter, the tenant will be responsible for cost of the equipment.
