Prohibits use of lottery funds for any purpose other than education and prohibits co-mingling with funds for other purposes.
Summary of specific provisions
Section 1: Amends section 92-c (3) of the State Finance Law. Requires that the moneys in the state lottery fund shall be appropriated or transferred only for providing aid to elementary and secondary education and for providing aid to pupils with special education needs and to pupils with handicapping conditions, and for the purpose of providing aid to all school children. Provides that such funds shall not be co-mingled with funds designated for any other purpose except under certain conditions.
