BILL NUMBER:S3953A

Title of bill

An act to amend the education law, in relation to establishing the New York DREAM fund commission and making family tuition accounts available to account owners who provide a taxpayer identification number

Purpose or general idea of bill

Creates the New York DREAM fund commission, which shall be committed to advancing the educational opportunities of children of immigrants through scholarship programs that provide assistance with the costs of higher education.

Summary of specific provisions

This bill would create a DREAM fund commission and a DREAM fund. The commission would raise money for the DREAM fund in order to provide scholarships to college bound children who are the children of immigrants. The commission would be required to establish the criteria for the scholarships, to create and publicize a training program for education professionals, and to develop a public awareness campaign for the DREAM fund awards.

The Executive and the Legislative leaders would appoint the members of the commission. Neither the commission nor the fund would receive state funding or aid.

The bill would also allow a person with a taxpayer identification number to open a New York 529 family tuition account. JUSTIFICATION:

This bill would expand access to higher education in New York State. Often, immigrant families have difficulty affording the costs associated with sending a child to college, even if that child did well in high school. This bill seeks to ease this burden by providing scholarships to the children of immigrants. Currently, in order to open a 529 account, one must have either a valid social security or employer identification number. This bill would also allow a person with a taxpayer identification number to open an account, allowing more families, including immigrant families with children, to nut money aside to help pay for college tuition.
