BILL NUMBER:S4226A

Title of bill

An act to amend the vehicle and traffic law, in relation to the registration of vintage snowmobiles; and to amend the parks, recreation and historic preservation law, in relation to a fee for snowmobile trail development and maintenance

Purpose

To establish a reduced registration fee ($20 total) for Snowmobiles that are 30 years or older.

Summary of provisions

Amends subdivision 4-a of section 2222 of the vehicle and traffic law in relation to establishing a vintage sled fee which supports trail maintenance and development; creates a new subdivision 4b of section 2222 of the vehicle and traffic law providing for a definition of a vintage snowmobile and establishing a registration fee payable to the general fund and amends section 21.07 (2) of the parks, recreation and historic preservation law to establish a fee to be paid to the trail development and maintenance fund from the registration of a vintage snowmobile.

Justification

The collecting and restoration of vintage sleds (those which are 30 years old or older), has become a popular pastime in the snowmobile community. Many of these collectors would like to register and ride their restored sleds but find the cost of registration disproportionately high when compared to the ability of these sleds to be ridden for any distance. Compared to today's modern snowmobiles these sleds can only be ridden for a short few miles at any one time, or are featured in a limited way in shows and parades.

Approximately, there are 300 sleds 1983 and older that are registered in NY. The vintage sled community believes if a $20 vintage sled registration were created for these older sleds, many more of them would be registered, generating revenue for the trail development and maintenance fund. The New York State Snowmobile Association supports this legislation and has advocated for its introduction.

Legislative history

New bill.

Fiscal implications

Assuming that new registrations will be added beyond the current 300, each new registration will generate an additional $10 to the state's general fund. Assuming no change in the number of older registrations, there is no impact on the state's general fund.

Effective date

This act shall take effect on the ninetieth day after it shall have become a law, provided that the commissioner of motor vehicles is

immediately authorized and directed to promulgate and/or repeal any rules or regulations necessary to implement the provisions of this act on its effective date.
