BILL NUMBER:S4291A
Title of bill
An act to amend the agriculture and markets law and the New York state urban development corporation act, in relation to assisting agriculture in the state through the agriculture assistance program; and providing for the repeal of such provisions upon expiration thereof
Purpose or general idea of bill
The purpose of the bill is to provide the Department of Agriculture and Markets with necessary funding to develop a program to provide direct assistance payments to support agriculture in the state.
Summary of specific provisions
Section 1 - amends the Agriculture and Markets Law by adding a new Article 21-D. This article establishes the Agriculture Assistance Program and authorizes the Commissioner to develop a program to provide such assistance. Gives preference to those communities located in a declared disaster area.
Section 2 - makes $30 million available from the New York State Urban Development Corporation to support the Agriculture Assistance Program.
Justification
In the 2006-07 enacted State Budget, the State set precedence for supporting agriculture in the State by establishing the Dairy Assistance Program. This program provided direct assistance payments to dairy farmers based on hundred weight production. While this program provided much needed relief to dairy farmers in a time when milk prices were at an all time low; the program did not provide assistance to crop or livestock farmers.
2005 economic information about agriculture production indicated that crop sales reached an all time high of $1.3 billion. This number was expected to be lower for 2006 as significant acreage used in crop production was damaged by significant flooding. This legislation will provide necessary assistance statewide to crop and livestock farmers while giving preference to those farms in declared disaster areas.
