BILL NUMBER:S4901

Title of bill

An act to amend the executive law, in relation to requiring every college and university to install and retrofit dormitory buildings with sprinkler systems

Summary of provisions

Section 1 of the bill amends section 378 of the executive law by adding a new subdivision 17 to require sprinkler systems in all college housing on or before March 1, 2015. Each college or university shall construct or retrofit a sprinkler system in all buildings under the jurisdiction of such institution containing dormitory facilities for student use.

Section 2 of the bill sets forth an immediate effective date.

Justification

Given the inherent danger posed by residential fires, it is only reasonable that all buildings under the control of colleges and universities that provide student housing should be protected with fire sprinkler systems.
