BILL NUMBER:S4950A

Title of bill

An act relating to advancement of funds to certain municipalities, and providing for the repeal of such provisions upon expiration thereof

Purpose

Transfers $14 million to the City of Buffalo to replace funds not received from the agreement under the tribal state compact.

Summary of specific provisions

Section 1, transfers $14 million to a municipality that hosts a gaming facility located with Erie County. This money would advance funds from the tribal state compact, and would reduce the obligation beyond $14 million.

Section 2 is the effective date and repeals the law March 31, 2015.

Justification

As per terms of the tribal state compact, the City of Buffalo is to receive funding for hosting a Casino. However they have yet to receive this funding. This legislation transfers $14 million of money owed to the City of Buffalo. While negotiations are ongoing between the State and the Nation the City of Buffalo is not in receipt of this money. This legislation would advance $14 million to assist the City of Buffalo.
