BILL NUMBER:S4978

Title of bill

An act to amend the social services law, in relation to establishing the YES annex youth organization pilot program in Brooklyn, Syracuse and Buffalo

Purpose

The purpose of this bill is to create the YES youth organization pilot program that will allow multiple youth organizations to work cooperatively to offer services to young people.

Summary of provisions

The social services law is amended to add a new section 410-n that will create the YES Youth Organization Pilot Program. Section 1 directs the Commissioner of Social Services to establish the pilot program to disburse grants to youth organizations that wish to work cooperatively to meet the needs of young people. Such needs may include sports, counseling, S.A.T. Preparation, life skills, health and fitness instruction and other services

Section 2 Requires the Commissioner to establish criteria and a schedule to accept proposals for grant awards.

Section 3 Requires the Commissioner to review the proposals and award and disburse three awards of $100,000 each to one group from Brooklyn, Syracuse and Buffalo

Section 4 Requires that each of the three groups that are selected shall submit a report to the Commissioner and the Legislature on the effectiveness of the program and the results achieved.

Existing law

Current New York law does not currently have a YES Youth Organization Pilot Program.

Justification

Scholastic, athletic and academic programs supervised by adults provide a safe place where young people can learn, play and grow as individuals. In addition, the adults who supervise these programs provide young people with positive role models and mentors. Under the current system, youth organizations such as after school programs often must compete against each other by submitting grant proposals for a limited amount of state funds. This legislation will allow separate organizations to unite under one umbrella in order to provide more efficient and economical programs and services for young people In addition, this synergy between programs will allow for a greater number and range of services for New York's programs. For example, an after school athletic program combines with an after school tutoring and S.A.T preparation program. Under this legislation, the young people in this community would now have access to athletics, tutoring and college prep under one umbrella organization.
