BILL NUMBER:S4981

Title of bill

An act to amend the retirement and social security law, in relation to deductions for retiree organization dues

Purpose

To amend the Retirement and Social Security Law to allow retirees to elect to have their membership dues to a not-for-profit organization representing New York State governmental employees deducted from their retirement allowance.

Summary of provisions

Section one of the bill amends Retirement and Social Security Law section 110-c by adding a new subdivision 2, which allows retirees who are members of a not-for-profit organization representing New York State governmental employees to elect to have their membership dues deducted from their retirement allowance. The election is filed with the Comptroller and remains valid until revoked.

Section two of the bill provides that this act shall take effect immediately.

Existing law

Currently, retirees may elect to have the dues costs associated with such retiree's membership in an employee organization that is certified or organized under the Taylor Law and the costs associated with such retiree's participation in a benefit plan sponsored by such employee organization.

Justification

This bill would eliminate the need for retirees who are members of a not-for-profit employee organization that represents retired New York State public employees to mail a check for their dues each month. Currently, retirees who are members of an employee organization that is certified pursuant to the Taylor Law are afforded the ability to have their dues and any costs associated with benefits from such organization deducted from their retirement allowance.
