BILL NUMBER:S5131

Title of bill

An act to amend the public authorities law, in relation to directing the metropolitan transportation authority to authorize students, attending elementary or secondary schools outside of the borough in which they reside, to pay a fare for express bus service at one-half regular rate therefor

Purpose

Directs MTA to provide 1/2 fare express bus service to elementary and secondary school students attending school outside of the borough in which they live.

Summary of provisions

Section 1 amends section 1266 of the public authorities law by adding subdivision 16-a.

Justification

Currently, students residing in New York City who must travel to school via public transportation may be eligible for a student MetroCard. The student MetroCard covers up to the full cost of a local bus or subway ride. For students who travel to a school outside of their home county, the student may face an excessively longer commute because the student is not permitted to use this pass on express bus service. In numerous communities, this could mean that the student may need to take a bus, ferry, and multiple trains to reach their school, even though a significant portion of the commute could be completed by a single express bus ride. This legislation takes into account the fact that the cost to ride an express bus is higher than that of a local bus or subway. With this in mind, it will direct the MTA to accept partial payment from the student MetroCard, equal to half the cost of the express bus far, with the other 50%. of the fare paid for directly by the student. This will allow the student to receive a benefit similar to that of students riding local buses or subways.
