BILL NUMBER:S5133

Title of bill

An act to amend the environmental conservation law, in relation to the cost of various hunting, fishing and trapping licenses

Purpose or general idea of bill

To lower the age limits in which persons are entitled to receive a reduction in fees for various hunting, fishing and trapping licenses under the Environmental Conservation Law

Summary of provisions

Amends Subdivision 2 of Section 11-0715 of the Environmental Conservation Law to lower from 70 to 65 the age in which a person is entitled to receive a fishing license, trapping license, and/or hunting license, at a cost of $5.00 for each license. This bill also lowers from 70 to 65 the age in which a person is entitled to receive, free of charge, a bow hunting privilege and/or muzzle-loading privilege.

Also lowers age limits for reduction in various life-time hunting, fishing, trapping, archery and muzzle-loading licenses and fees therefore subject to the same privileges and obligations of a comparable short-term license.

Justification

The term "senior citizen" is usually synonymous with a person sixty-five years of age or older. Age sixty five is the standard retirement age in the United States and is the age at which individuals become eligible for Medicare. New York State offers other senior citizen tax breaks, credits and reductions when an individual reaches age sixty-five. This bill, by changing the senior citizen age accepted by the New York State Department of Environmental Conservation from seventy to sixty-five would make it align with the majority of other New York State and federal senior citizen recognitions.
