BILL NUMBER:S5149A

Title of bill

An act to amend the public service law, in relation to a study by the public service commission on net metering

Purpose

To authorize and direct the commission to perform a study on the econom- ic and environmental benefits and costs of net metering

Summary of provisions

Section 1: Amends the public service law by adding a new section 66-n that requires the Public Service Commission to perform a study of the economic and environmental benefits and costs associated with the state's net metering laws. Further, the bill requires a report on the findings of study to be made to the Governor and legislative leaders within three hundred sixty five days of the bill's effective date

Section 2: Sets forth the effective date

Justification

New York has been at the forefront of net metering since 1997, and since then, the state has developed a comprehensive set of net metering laws aimed at reducing emissions and saving customers money on their utility bills. As net metering has expanded, questions have been raised about the socialized cost to ratepayers who have not installed renewable generating systems, as well as questions that ask for a clearer picture of the environmental benefits achieved for the state as a whole and the avoided costs realized by customer generators. The purpose of this bill is to require the public service commission to perform a non-biased cost-benefit analysis of New York's net metering program. A similar study was mandated in California and is due for publication this June. Getting a clear handle on the costs and benefits of any government program, even one that is widely accepted and acknowledged as a positive one is important if government is truly trying to be more efficient and transparent. This bill will provide a comprehensive and balanced look at the environmental and economic impacts of net metering and will provide policy makers with important insights that can help to inform their decisions moving forward.
