BILL NUMBER:S5152 REVISED 5/15/13

Title of bill

An act to amend chapter 563 of the laws of 2001 amending the public health law relating to providing for an emergency technician five year re-certification demonstration program in certain counties, in relation to the effectiveness thereof

Purpose

This bill would extend until July 1, 2018, the emergency technician five year recertification demonstration program in certain counties.

Summary of provisions

This bill extends § 3005-b of the public health law until July 1, 2018.

Existing law

The current law, chapter 147 of 2008, expires July 1, 2013.

Justification

Chapter 563 of the Laws of 2001 is due to expire July 1, 2013. It was enacted to test the effectiveness of changing the re-certification requirements from three to five years for emergency medical technicians and advanced emergency medical technicians. The Bureau of EMS has reported 61,308 certified providers statewide as of May 1 of this year, a decrease of 3,469 providers since 2003. Volunteer EMTs are a vital asset to the medical community and to New York residents. An effort to curtail their dwindling numbers is imperative. This legislation would continue to provide volunteers who remain active an additional five years before requiring re-certification.

Legislative history

Effective date

This act shall take effect immediately and shall expire and be deemed repealed July 1, 2018.
