BILL NUMBER:S5387

Title of bill

An act to amend the public service law, in relation to the discontinuation of utility service to residential customers

Purpose or general idea of bill

The bill will require gas and electric corporations to notify residential customers of their right to request an actual meter reading upon the discontinuation of service.

Summary of specific provisions

Amends section 39 of the public services law to require gas and electric corporations of their right to request an actual meter reading upon the discontinuation of service.

Justification

Current law allows gas or utility corporations, in certain instances, to bill customers based on their estimated usage. This bill would require utilities to notify customers of their right to request an actual meter reading upon discontinuation of service. Estimated billing practices have the potential to result in customer overcharges that fail to be corrected and properly refunded when a customer relocates.
