BILL NUMBER:S5480

Title of bill

An act to amend the insurance law, in relation to authorizing the superintendent of financial services to establish an immunization facilitation fee to be paid by health care insurers to health care providers

Purpose

Provides for an immunization facilitation fee to be determined by the Superintendent of Financial Services.

Summary of provisions

Amends the Insurance Law to authorize insurers to provide reimbursement to a health care provider for an immunization facilitation fee determined by the Superintendent for expenses related to handling and administering the vaccine. The last section is the effective date.

Justification

Vaccines are among the top overhead expenses for pediatricians and pediatric nurse practitioners. By providing the opportunity for insurers to cover the total direct and indirect practice expenses, this legislation provides a way in which doctors may minimize this overhead.

One of the goals of health care professional organizations, and local, state and federal public health agencies is to promote maximum immunization for infants, children, adolescents, young adults, and older adults. This legislation helps health care providers to achieve this goal.
