BILL NUMBER:S5709

Title of bill

An act to amend the executive law, in relation to the awarding of grants to not-for-profit corporations by state agencies

Purpose

To enable not-for-profit corporations to apply for New York State grants through an application process that requires a collaborative arrangement of the Executive administration and directly from state agencies.

Summary of provisions

Applications for grants would follow a standard application process but would have some flexibility according to which state agency the funds were requested from. Each state agency would review and evaluate each application that is made to make sure that the grant is being utilized for its intended purpose, consistent with funding guidelines.

Grant amounts would be a minimum of $5,000 and a maximum amount of $50,000. For the purpose of capital projects, the minimum grant would be no less than $100,000 and no more than $1 million. The organization must receive their funding within six months of the request.

Upon approval of the grant, the executive chamber would be required to notify the executive of the municipality and local elected officials of the name of the not-for profit corporation and its location.

Justification

In recent years, abuses and instances of criminality have come to light with legislative grants, commonly known as member items. Since the elimination of these grants three years ago, many legitimate not-for profit organizations in New York communities have suffered severe loss of income and many have closed due to lack of funding.

These not-for-profit organizations provide essential services to communities across New York State in education, social services, youth programs, senior programs and others that the residents depend upon.
