BILL NUMBER:S5955A
Title of bill
An act to amend the vehicle and traffic law, in relation to prohibiting the imposition of any additional fee for a veteran's distinguishing mark on a non-driver identification card or a driver's license
Purpose or general idea of bill
To prohibit the imposition of addi- tional fees for the issuance of a duplicate or amended driver's license or non-driver identification card with a veteran's notation.
Summary of specific provisions
The bill amends paragraph (b) of subdi- vision 3 of §490 and paragraph (a-1) of subdivision 1 of §504 of the Vehicle and Traffic Law to prohibit the imposition of any fees for the duplication or amendment of a nondriver identification (NDID) card or driver's license prior to renewal, if the duplication or amendment is solely for the purpose of adding a veteran distinguishing mark to the card or license.
Justification
Chapter 487 of 2012 directs the DMV to make the veter- an's status available to all veterans of the United States Armed Forces who were honorably discharged or were released under honorable condi- tions who apply for the designation on a DMV-issued NDID card or driv- er's license. Currently, veterans would need to pay a $12.50 photo fee to make the change prior to the date of renewal. This bill would waive the state photo fee of $12.50 for veterans for the option of amending their New York State driver license, permit, or non-driver identifica- tion card, prior to the date of renewal, to indicate their status as a veteran.
