BILL NUMBER:S5961

Title of bill

An act to amend the vehicle and traffic law, in relation to eliminating certain fees for veterans who request the addition of a veteran notation to valid licenses and identification cards

Purpose

To eliminate the fee that veterans are currently paying in situations where a veteran notation is added to an existing license or ID while it is still valid.

Summary of provisions

Section 1 amends subdivision (a-1) of section 504 of the Vehicle and Traffic Law to add that the commissioner shall not require a fee for the addition of a veteran notation to a valid existing license which is not being renewed at the time the addition of the veteran notation is requested.

Section 2 amends paragraph (b) of subdivision 3 of section 490 of the Vehicle and Traffic Law to add that the commissioner shall not require a fee for the addition of a veteran notation to a valid existing identification card which is not being renewed at the time the addition of the veteran notation is requested.

Section 3 provides that this act shall take effect immediately

Existing law

Current law provides that the commissioner shall not require fees for the issuance of such licenses or renewals to persons requesting a veteran notation which is different from fees otherwise required.

Justification

Effective October 3, 2013, any person who was a member of the armed forces and was honorably discharged can opt to have their veteran status displayed on their license and non driver ID card. Though veterans are still charged the normal fee for new and renewal licenses and IDs, they are not being charged a separate fee for the notation itself on a new photo document or on a renewal. However, when a veteran goes to have his/her license or ID amended to have the veteran designation on it, in which case it isn't a new id or a renewal, they are being charged $12.50. At least 35 counties in New York State already issue Veteran FAVOR ID cards free of charge in the very same DMV offices that must charge $12.50 for veteran notation on their valid licenses and non driver IDs. The Veterans FAVOR program honors our veterans by issuing free photo ID cards with veteran status displayed that they can use to obtain discounts from participating stores and service companies. NYS should follow the example of over half of its counties and also honor our veterans by allowing them to proudly display their status without charging them for the privilege.
