BILL NUMBER:S5988
Title of bill
An act to amend the public service law, in relation to establishing a renewable portfolio standard
Purpose or general idea of bill
This bill will codify a renewable portfolio standard for New York State
Summary of specific provisions
Section 1 amends the public service law by adding a new article 12 which legislatively establishes the New York State Renewable Portfolio Standard (RPS). The RPS is only applicable to retail electricity sales by electric corporations. The RPS will establish a standard of 30% renewable energy from 2015-2019 and 40% renewable (including a minimum of 2% solar) energy in 2020 and thereafter. Section 1 establishes the procedures for an electric corporation to fulfill their renewable obligations, or to instead make alternate compliance payments. Section 1 requires electric corporations to file annual reports demonstrating that they have fulfilled their obligation and details what must be included in these reports.
Section 2 sets the effective date.
Justification
Investing in renewable energy will not only protect our environment, it will result in long-term savings, as well. New York State's current renewable portfolio standard expires in 2015, with an obligation for the state to reach 29% renewable energy. This bill will ensure that the standard is extended past its current expiration date. It will also codify the standard, which is currently regulatory.
