BILL NUMBER:S6235

Title of bill

An act to amend the education law, in relation to limiting the use of assessments administered to students in grades kindergarten through grade two for diagnostic purposes

Purpose

This bill prohibits school districts from using state developed or comparable assessments for any purpose other than diagnosis.

Summary of provisions

Section 1 adds section 319 to the education law to require the commissioner to prohibit the administration of state developed or other assessments to students in kindergarten, grade one or made two for any purpose other than diagnosis.

Section 2 makes this act effective immediately.

Justification

Although the State does not require it, many school districts are beginning to administer commercially developed standardized tests to students in the early grades. These tests are not being used for diagnostic purposes or to identify academic needs. Assessing students in the early years should be used to help students develop the skills they will need in the future. These high stakes tests do not meet this objective.
