BILL NUMBER:S6335

Title of bill

An act to amend chapter 557 of the laws of 2013 amending the executive law relating to enacting the "veterans employment act", in relation to the effectiveness thereof

Purpose

To extend the effective date of the chapter known as the "veterans employment act" from immediately to one hundred and eighty days, in order to provide more time to implement the temporary veterans employment program at the Department of Civil Service.

Justification

As cited in Governor Cuomo's State of the State Address delivered on January 8, 2014, returning veterans have lagged in their reintegration into the economy. Post-9/11 veterans have a nation-wide unemployment rate of ten percent, and it is even higher for those under the age of twenty-five. The unemployment rate for Post-9/11 veterans in New York State was 10.7% in 2012. The State continuously uses temporary employees to supplement the State workforce. The "Veterans employment act" as proposed in legislative bills numbers S.5504-A and A.7761, are the first steps to introducing veterans to public service employment and will assist returning veterans in finding employment. This chapter amendment simply extends the effective date in order to give the Department of Civil Service additional time to develop a workable program designed to help as many veterans as possible, as stated by the sponsors.
