BILL NUMBER:S6421 REVISED MEMO 01/23/14
Title of bill
An act to amend the state finance law, in relation to the metropolitan transportation authority financial assistance fund; and to repeal article 17-c of the vehicle and traffic law relating to the metropolitan commuter transportation district supplemental registration fee
Purpose
To remove the metropolitan transportation district supplemental registration fee
Summary of provisions
Section 1 repeals Article 17-C of the Vehicle and Traffic Law.
Section 2 amends subdivision 3 and paragraph a of subdivision 6 of section 92-ff of the state finance law to remove the supplemental registration fee from the Metropolitan transportation authority financial assistance fund.
Section 3 sets an immediate effective date.
Justification
In 2009, the metropolitan transportation district supplemental registration fee was enacted to eliminate a large budget gap due to mismanagement and the Great Recession. Since 2009, this fee has cost hard-working New Yorkers approximately $724 million. The surcharge increased fees by 5% for licenses and permits and increased the cost of automobile registrations by $25 for every New Yorker in the MTA region whether or not they even used the MTA system. This is a regressive cost for New Yorkers that is making it harder to live and do business in our state. Repealing this fee would save New Yorkers approximately $181 million annually.
