BILL NUMBER:S6595A
Title of bill
An act to amend the general municipal law, in relation to publishing advertisements for bids in the procurement opportunities newsletter
Purpose or general idea of bill
To increase the efficiency of the public bidding process and lower costs for schools and local governments by expanding the number of bidders on contracts that require a bidding process.
Summary of specific provisions
Sections 1 and 2 amend subdivision 2 of Section 103 of the General Municipal Law to allow political subdivisions to post bids for goods and services on the procurement opportunities newsletter in addition to publishing in official newspapers.
Section 3 provides the effective date.
Justification
School districts and other local governments must competitively bid all purchase contracts of $20,000 or more and all public works contracts of $35,000 or more. In order to help reduce costs for schools and local governments and expand the number of bidders on such contracts, this legislation would allow political subdivisions to publish advertisements for bids in the procurements opportunity newsletter in addition to local newspapers.
The procurement opportunities newsletter is accessible to contractors and vendors from around the state, and in addition to notifications that are already required to be published in official local newspapers, would draw more competition and responses to bids thereby lowering costs for school districts, local governments, and their taxpayers.
