BILL NUMBER:S6720
Title of bill
An act authorizing the Village of Norwood to enter into a lease with Clarkson University
Purpose
Authorizes the Village of Norwood to enter into a lease agreement with Clarkson University for municipally owned waterfront park land.
Summary of provisions
Section one of the bill authorizes the Village of Norwood, through its Legislature, to discontinue as parkland and lease a specific parcel of land to Clarkson University.
Section two provides that the authorization granted in section one is contingent on the Village of Norwood acquiring additional land of equal or greater value than that being alienated or making capital improvements to existing facilities.
Section 3 provides a description of the property.
Section 4 provides that should the lands cease to be used for the intended purposes, that the lease is terminated and the lands revert back to the Village for public waterfront park and recreational purposes.
Section 5 provides that the parkland described here be made available to the general public on an equitable basis.
Section 6 states that if the parkland has received funding pursuant to the federal land and water conservation fund, that the discontinuance shall not occur until the Village has complied with any federal requirements pertaining to the alienation or conversion of parklands.
Section 7 provides the effective date.
Justification
The Village of Norwood, St. Lawrence county, is seeking to lease a small parcel of waterfront parkland in Norwood Park to Clarkson University, in order for Clarkson University and the non-profit rowing club, Grateful Oars, to construct a boathouse and conduct rowing activities from the boathouse.
The Village Board has unanimously adopted an environmental review resolution and declared that the project will not have a significant impact on the environment.
This legislation is necessary to authorize the Village of Norwood to discontinue use of this parcel as parkland and enable it to be leased to Clarkson University.
