BILL NUMBER:S6722A
Title of bill
An act to authorize a certain individual to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer for the village of South- ampton, county of Suffolk
Purpose or general idea of bill
To authorize Gregg Keghlian to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer for Village of Southampton Police Department.
Summary of specific provisions
Section 1. Authorizes Gregg Keghlian to take the competitive civil service examination and shall, contingent upon his score on such exam, be eligible to be placed on the eligible list for appointment as a full-time police office for Village of South- ampton Police Department
Section 2. Provides that Gregg Keghlian must be otherwise subject to the merit and fitness provisions of the Civil Service Law applicable to full-time police officers.
Section 3. Provides for an immediate effective date.
Justification
Section 58 of the Civil Service Law provides that no person shall be eligible for provisional or permanent appointment in the competitive class of the civil service as a police officer if they are less than 20 or more than 35 years of age. This restriction may limit the efforts of small municipalities, like the Village of Southampton in Suffolk County, to consolidate services and stay within the two percent property tax cap.
Notwithstanding the provisions of Section 58 of the Civil Service Law, or any other law to the contrary, Gregg Keghlian, who has been contin- uously employed by the Village of Southampton, in the County of Suffolk, as a full-time court officer and part-time police officer with the Southampton Village Police Department, shall be eligible to take the competitive civil service examination for the position of police officer and shall, contingent upon his score on such examination, be eligible to be placed on the eligible list for appointment as a full-time police officer for the Village of Southampton.
Gregg Keghlian shall otherwise be subject to the merit and fitness provisions of the civil service law applicable to full-time police offi- cers.
