Purpose

The purpose of this bill is to provide any person residing in this state, upon request, a distinctive "4-H member" license plate.

Summary of specific provisions

Section 1. The vehicle and traffic law is amended by adding a new section 404-x. Section 2. The state finance law is amended by adding a new section 96, the 4-H Foundation Fund.

Justification

Distinctive plates will help expand the public's awareness of the 4-H program in New York State.

The 4-H's program stand for Head, Hands, Heart, and Health which are the core values the members instill through learning and development programs. The 4-H foundation is the country's biggest adolescent and adult organization, with over 7 million members coming from a variety of backgrounds such as urban, rural, and suburban communities. The design of 4-H is for youth to learn through hands-on application. Thus promoting qualities such as leadership, teamwork, innovation, creativity, and to be independent thinkers, teaching them to be tomorrow's leaders through after-school and in-school clubs. The 4-H program offers over 1,000 projects on a variety of subjects from aerospace, global navigation, cell analysis, photography, public communications, food security, and volunteer service. Through adolescents participating in the 4-H program youth are more likely to make good life decisions, succeed academically, and give back to their communities promoting the 4-H values.
