BILL NUMBER:S6911
Title of bill
An act to amend the public authorities law, in relation to the use and costs of clean energy technologies at municipal waste water treatment plants
Purpose
This bill will finance the cost of supporting the use of clean energy technologies at municipal waste water treatment plants.
Summary of provisions
Section 1 amends subdivision 5 and 6 of section 1892 of the Public Authorities Law, and adds subdivision 7 to support the use of clean energy technologies at municipal waste water treatment plants.
Section 2 amends subparagraph (ii) of paragraph (b) of subdivision 1 of section 1896 of the Public Authorities Law to provide loans to finance the costs of clean energy technologies municipal waste water treatment plants.
Section 3 amends section 1896 of the Public Authorities Law by adding subdivision 6 stating NYSERDA shall provide financial assistance in the form of loans to finance the costs of clean energy technologies municipal waste water treatment plants on terms and conditions established by NYSERDA.
Justification
With the increase in frequency of tropical storms to the State, we need to be better prepared for large storms and the aftermath that follows. Following Superstorm Sandy, 2 billion gallons of sewage spilled into our waterways from a failure at Nassau's Bay Park Wastewater Treatment Plant. Within the next couple months, a second incident occurred because of a power outage spilling 3 million more gallons of sewage. After Superstorm Sandy, the infrastructure of waste water treatment plants need to be improved to allow for a fast recovery which will benefit the community. The provision of funding to waste water treatment plants to support the use of clean energy technologies will prevent greater future costs of damage from another storm.
