BILL NUMBER:S7036
Title of bill
An act in relation to certain aid for the General Brown central school district
Purpose
This bill will exempt, from the school aid calculation, the insurance settlement received by the General Brown School District, as compensation for losses sustained in an April 2012 fire.
Summary of provisions
Section 1 provides that the insurance settlement received by the General Brown Central School District, from the Utica National Insurance Group, for the rebuilding of the bus garage and the lease of buses, shall not be included as part of the School District's school aid calculation.
Section 2 provides that this act shall take effect immediately.
Justification
This bill is necessary because in April 2012 there was a fire in the General Brown School District which caused substantial damage to their bus garage and destroyed their fleet of buses. As a result of this fire, the bus garage required significant repairs and the fleet of buses had to be replaced. As compensation for this loss, the General Brown School District received an insurance settlement from their insurer, Utica National Insurance. This insurance settlement helped the School District cover the losses associated with the fire, such as repairing the bus garage that was damaged and replacing the buses that were lost as a result of the April 2012 fire.
However, this insurance settlement adversely affected the School District's 2014-2015 school aid. For example, in Transportation Aid and Building Aid combined, the General Brown School District lost over $1 million in state aid. Therefore, this bill is necessary to exempt, from school aid calculations, the insurance settlement that the General Brown School District received to repair the bus garage that was damaged and replace the buses that were lost in the April 2012 fire.
