BILL NUMBER:S7190
Title of bill
An act in relation to approving additional building aid for the Southampton school district
Purpose
This legislation approves additional building aid for the Southampton School District for the 2014-15 school year and thereafter, upon voter approval of the dissolution and annexation of the Tuckahoe Common School District into the Southampton School District.
Summary of provisions
Section 1. Provides that upon the voter approval of the dissolution and annexation of the Tuckahoe Common School District into the Southampton School District, the successor school district (Southampton) shall be eligible for an additional apportionment of building aid for approved expenditures pursuant to subdivision 6 of Section 3602 of the Education Law for projects approved by the Commissioner of Education prior to July 1, 2015. Such additional apportionment shall equal the product of the approved expenditures multiplied by ten hundredths (0.10).
Section 2. Effective Immediately.
Justification
The adopted 2014-15 State Budget includes a provision that would go into effect should the merger of the Tuckahoe Common School District into the Southampton School District be approved by the voters. It provides that a single new tax rate be phased in over a period of 10 years in order to equalize the tax impact on all taxpayers of both districts.
This legislation would make the newly merged Southampton School District eligible for additional apportionment of building aid beginning in the 201415 school year. This would better ensure the stability of taxes over the 10-year period the new tax rate is being phased in.
