BILL NUMBER:S7267
Title of bill
An act relating to part-time police officer positions in the town of Seneca Falls in Seneca county
Purpose
To allow the Town of Seneca Falls in Seneca County to hire part-time Police officers who are not eligible to hold competitive Civil Service status.
Summary of provisions
Section 1 This bill would provide that the position of part-time police officer in the Town of Seneca Falls in Seneca County will be deemed noncompetitive positions for purposes of Civil Service.
Section 2 provides that this act shall take effect immediately.
Justification
Due to the dissolution of the Village of Seneca Falls, the Village Police Department was transitioned into the Town Police Department, but was never adequately staffed for this change. As a result, the Town Police Department must now serve a population of over 9,000, enlarged patrol jurisdictions over 27 miles, and increased criminal investigations with the limited police officers currently employed.
Currently, state law requires that a person must satisfy the following basic requirements "age, a high school diploma, height, weight, fitness, good moral character, and appointed from an eligible list according to merit and fitness." If the position was non-competitive, the Town of Seneca Falls in Seneca County would be able to reach out to part-time police officers in the surrounding counties who are in noncompetitive positions, but experienced and well qualified, to fulfill their obligations to their community and stay within fiscal constraints.
Benefits to the Town of Seneca Falls in Seneca County would be an increase in police officers employed, greater patrolling of jurisdictions, and more officers to handle the criminal investigations.
