BILL NUMBER:S7390
Title of bill
An act to amend the public authorities law, in relation to the Westchester county health care corporation
Purpose
The purpose of this bill is to redefine the appointing process of the governance of the Westchester county health care corporation.
Summary of provisions
Section One - Paragraph (b) of subdivision 1 of section 3303 of the public authorities law, as added by chapter 11 of the laws of 1997, is amended to read as follows; the corporation shall be governed by (fifteen) twenty-one voting directors of which (eight) fourteen direc- tors shall be appointed by the governor and seven shall be appointed by the legislature of the county of Westchester subject to approval by the county executive. The governor shall appoint three directors from a recommendation submitted by the county executive, three from a recommen- dation submitted by the legislature of the county of Westchester; one director, who shall be a resident of Westchester county, from the recom- mendation submitted by the speaker of the assembly; one director who shall be a resident of Westchester county, from the recommendation of the temporary president of the senate; and six directors from a recom- mendation submitted by the board of directors of the corporation based on the need of the corporation for directors, (i) specific expertise related to the provision of healthcare and related services, (ii) regional diversity, and(iii) the ability to meet requirements for healthcare provider boards of directors imposed by regulatory bodies.
Justification
Westchester Medical Center historically served the West- chester County Region. Westchester Medical Center has now expanded to serve 7 different counties. Enlarging the board of directors will allow a broader representation of W.M.C. Members of this board will have specific expertise of healthcare and any related services the hospital provides. With Westchester County no longer being responsible for any debts the hospital accrues, it's in the best interest of the hospital to administer with a corporation of diverse people.
